"A La Salle County sheriff's deputy has been arrested and accused of extorting Mexican motorists traveling north on Interstate 35, officials said Wednesday.

"[Willie Horton look - alike] Henry James Jr., 44, made his initial court appearance and pleaded not guilty in federal court in Laredo on Wednesday morning after he was arrested Tuesday.

"Last month, two veteran officers in Laredo were charged with accepting bribes from illegal gambling operations in exchange for protection from law enforcement action."
