Mr. Juan Manuel Ramirez IV:
"Amid a sputtering economy and news that there will be a $9 billion drop in state revenue over the next two years, UTEP has taken action to avoid any adverse effects brought on by the national recession.
"In a memo sent to all university and staff last month, UTEP President Diana Natalicio outlined six measures and among them was the reconvening of the Task Force on Efficiency.
"[S]aid Cindy Villa, vice president for business affairs [linked herself years back by the UTEP rumor mill as having parentesco with some hood -- himself with multi - state felony convictions involving 6 - figure financial fraud] We think it's a good idea to periodically sit back and take a hard look at how we operate and where we might be more efficient..."

"The UTEP Office of Student Financial Aid is holding a series of workshops to help students in the process of filling out the Financial Application for Federal Student Aid.
"The workshops will guide students in completing the FAFSA for the 2009 - 10 school year, while also paying special attention to those students who are facing special circumstances such as loss of employment, dependency issues or changes in income..."
