El Paso's 1999 Female Cold Case Homicide Scene: in 2006 ?

"TO: Dr. Carol Thornbery, Franklin High School Guidance Services Administrator, 900 Resler, El Paso, Texas 79912. (915) 779-4267 FAX (915) 587-4094

"RE: Possible-at-risk 14 year-old female Franklin HS freshman student, name unknown, whose mother, a pedicurist, was one of El Paso's 1999 female cold case homicide victims, currently residing with her stepfather (not her biological father) and his new wife.

"Dear Dr. Thornbery:

"On Wednesday evening, October 4, 2006, while attending one of Saint Patrick Cathedral's Bereavement Group Meetings held loosely under the nominal auspices of the Rev. Father Rick Mattey, Pastor, I became aware of a two way conversation going on in front of me between two women.

"These two ladies with, so far as I am personally aware, zero mental health credentials, are members of the primary team for that ministry, and who, like their nominal supervisor the Rev. Father Rick Mattey, are very adept at stalling for time, and then, when that doesn't immediately work, again like Father Rick, going off in the face of anyone not likely to rubberstamp any whimsy they've concocted between them.

"After hearing them discussing the parameters of this case, I immediately suggested that if the girl could be reached she should be urged to contact the Franklin High counselor's office without delay.

"My reasons for this were roughly as follows:

"One: The primary informant claimed to have known the mother personally, but that she, the informant, was out of town when the homicide took place.

"Two: The stepfather remarried and the then-seven-year-old girl stayed with him and her step mom.

"Three: The now-14 year old has a much older sister in Arizona, with whom she apparently spent last summer.

"Four: While in Arizona she apparently expressed a great degree of personal dissatisfaction in her present living arrangements, and apparently told this same sister she desired a change. This is all very vague. The informant threatened to hyper-ventilate when questioned on this, as I wanted more detail. Instead the two hand-picked ladies wanted the child [they said] to come talk to us, instead. Guidance counselors simply [can't do] anything in these cases [except make referrals, like us].

"Problem number one: Given the hypothetial for instance of her mom's homicide being a contract job carried out at her step daddy's behest, a not unknown occurence, the girl may be at very real risk for physical harm herself [especially if she's starting to wonder.]

"Problem number two: Given the hypothetical for instance of this case having a sexual component, the prognosis may not be much better.

"Problem number three: Father Rick Mattey. He is less than fully in control of his various organizations or of himself , for that matter: witness his blunders in the still-simmering Mens ACTS Retreat Male on Male Sexual Harassment Case, among others. When faced with what he deems to be challenges to his authority, he literally loses it, turns all red and then shouts and goes off on Sunday mornings in front of his entire congregation. I've seen it myself, as have others. His most trusted associates seem cut from the same cloth. The fact that he may be soon responsible for this particular diocese being sued, as has happened with so many others lately, into financial oblivion doesn't seem to phase him a bit.

"Problem number four: More than likely I'm going to be singled out for very special attention by the Catholic Diocese of El Paso for taking this step, as in the Mens ACTS Retreat Sexual Harassment Case when I turned around one day at Mass to see I'd acquired a sort of 4-man palace guard [of ACTS Team Cadre] lined up two rows behind and quietly eye-balling my every move.

"This time, I've learned my lesson. And so I'm sending a copy of this letter to you to the Archdiocese of San Antonio, just for the record. But why should I care? These bullying tactics are to be expected [as symtomatic of an institutional variety of what anthropologist Andreas Gleasar calls State Paranoia, 2004] from the American Catholic Church, but! That's not really important. What is important is this:

There just might be a 14-year old El Paso, Texas, girl in an immediate, clear and present danger of losing life or limb,or of being routinely subject to some degree of abuse, sexual or physical, and Father Rick Mattey and Co. -- including the good ladies of St. Patrick's Bereavement Group -- are more than likely going to stupidly fight tooth and nail to keep anything from being initiated on her behalf by the El Paso ISD, if my take on the psycholgical profiles of this case is even 50% accurate. And I'm afraid it is....

"And so, Dr. Thornbery, the next step is ours, good luck!

"And, thanks!

"And so, that's the way it was. A copy of this letter to Dr. Thornbery went out to the good archbishop himself via registered United States Mail, Return Receipt Requested, from the downtown El Paso Mills Street Post Office on Thursday, October 12, 2006 at around 9:15 a.m."
